Is this a Nintendo Wii bought in Europe work in the U.S.? What games purchased in Europe?

No, it will not work. The United States and Japan cooperate on NTSC TVs are 60Hz. The rest of the world is 50Hz PAL. In addition, the Wii is region locked, you can not play Wii games from other countries without modding.
